About this opportunity
The Marine Corps Systems Command is procuring CCTV installation and maintenance services at Marine Special Operations Command (MARSOC) barracks at Camp Lejeune, North Carolina, under a total small business set-aside restricted to Women-Owned Small Businesses (WOSBs), Economically Disadvantaged WOSBs (EDWOSBs), or Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with proposals due September 10, 2026, and a mandatory site visit on August 24, 2026.
The scope includes semi-annual preventative maintenance, system inspections, and emergency on-call repair services for CCTV systems at all MARSOC barracks (BEQs) where installed. The contractor must support Genetec Streamvault Workstations, Genetec Network Video Recorders (NVRs), Axis IP cameras, Crestron programming interfaces, and Cisco network switches. Key personnel — Project Manager, Lead Systems Engineer, and Lead Technician — must hold active SECRET security clearances and relevant professional certifications. Proposals must include an itemized bill of materials for all equipment, cables, connectors, and installation materials; evidence of active Genetec and Axis Communications partner/reseller certification; and an execution plan demonstrating twenty-four-hour emergency repair response capability.
The contract is firm-fixed-price with a one-year base period (September 30, 2026 through September 29, 2027) plus four optional one-year renewal periods and a fifth optional period through March 30, 2032. The base period contains three contract line items: twelve-month warranty and maintenance, replacement equipment (not-to-exceed $10,000 cap), and initial parts and installation. Identical CLINs repeat for each option year.
Proposals are evaluated under Lowest Price Technically Acceptable (LPTA) methodology. All offerors must comply with Service Contract Labor Standards per DOL Wage Determination No. 2015-4389 (Revision 34, July 30, 2026) for Onslow County, North Carolina, specifying Electronics Technician Maintenance hourly wages of $27.85 (Level I), $29.77 (Level II), or $31.47 (Level III) plus fringe benefits of $5.55/hour (or $5.09/hour under Executive Order 13706), paid holidays, and vacation accruals.
Attendance at the mandatory site visit on August 24 at 0900 EST is strictly required; representatives must physically sign the official Government attendance roster. Proposals failing to attend the site visit, provide a fully itemized BOM, or include signed SCLS labor compliance documentation are deemed non-responsive and rejected without further evaluation. Proposals must be submitted electronically by 10:00 AM EST on September 10, 2026.
