About this opportunity

The Virginia Commercial Space Flight Authority is requesting proposals for design and construction of a dedicated 160-square-foot decontamination room at the Mid-Atlantic Regional Spaceport Payload Processing Facility in Wallops Island, Accomack County, under RFP 27.140100-001-001, with proposals due August 4, 2026, and a site visit scheduled for July 16, 2026.

The scope includes full engineering design support, shop drawings, submittals, construction, permitting, and coordination with the Authority Having Jurisdiction. The decontamination room will serve as an ante room before fueling operations and a post-fueling decontamination space. Required features include a concrete foundation with collection basin for runoff water, two stainless steel emergency showers with one eyewash station, ESD epoxy floor coating, stainless steel grating, insulated metal wall panels with RF shielding, Class I Division 2 rated electrical fixtures, and an STC 50-RF exterior door. All work must comply with OSHA, NEC, and NFPA standards and applicable environmental regulations. The contractor must provide a minimum one-year installation warranty.

The awardee will be selected on best overall value with technical approach as the primary evaluation criterion, followed by capability and experience, project price, and schedule adherence. Pricing submissions must include elemental breakouts for design (electrical, mechanical, fire detection, plumbing, architectural/structural/life safety), construction costs (demolition, plumbing, architectural walls, concrete, miscellaneous metals, process piping, painting, resinous flooring, doors and hardware), permitting, bonds, and labor/equipment rates for approved changes. The desired project completion date is December 11, 2026. Proposals remain valid for 90 days from submission. Questions are due July 20, 2026. The contractor must obtain comprehensive general liability insurance with limits of at least $2 million per occurrence, workers' compensation insurance per Virginia statutory requirements, automobile liability insurance with $1 million combined single limit, and all-risk builder's risk insurance for the full contract value. VCSFA is exempt from the Virginia Public Procurement Act.
