About this opportunity
Clinton Community College in Plattsburgh, New York is requesting proposals for marketing services to promote the Welding Academy program within the Institute for Advanced Manufacturing, with sealed proposals due August 11, 2026 at 2:00 p.m. A WBE contracting goal of 30 percent applies to the total contract value.
The scope requires development and execution of a targeted marketing and student recruitment campaign for the North Country region designed to enroll 48 qualified participants (12 per cohort) over an 18-month period across four three-week welding academies. The campaign must reach socially and economically underrepresented populations through digital advertising, social media, print materials, and regional broadcast opportunities. Proposals must include a conceptual marketing strategy with proposed messaging, recommended communication channels, creative direction, campaign theme or tagline, sample social media graphics or mock-ups, and a 2–3 page description of enrollment-generation approach. Respondents must provide detailed cost breakdowns for advertising, deliverables, design, and labor, and commit to weekly campaign reports including digital analytics, creative-material copies, and campaign-dashboard access. All creative work, source files, photos, and videos become college property upon award with no additional licensing-fee requirement.
Two sealed copies must be submitted to the Office of the Controller at Conference Room 202, IAM–Clinton Community College, 53 Clinton Point Drive, Plattsburgh, New York 12901. Out-of-state bidders must submit a certified copy of Authority to Do Business in New York State or complete a Statement Concerning Authority to Do Business. Bids remain binding for 120 days from the opening date. Submissions must include Non-Collusion Bidding Certification, Information Sheet, Vendor Reference Sheet, Iranian Energy Sector Divestment certification, and Authority to Do Business documentation. No incumbent has been identified, and no business has received an identical or substantially similar contract within the past five years.
