About this opportunity
The County of Orange, Sheriff-Coroner, is seeking competitive bids for Marine Hardware and Painting Supplies through an Invitation for Bid (IFB) solicitation released on March 26, 2026, with bids due electronically by April 16, 2026, at 4:00 PM via the County's online procurement portal at https://procurement.opengov.com/portal/ocgov. The procurement encompasses 197 line items including painting supplies (epoxy primers, reducers, brushes, rollers, masking materials, caulks, and compounds), marine hardware (hose clamps in multiple sizes, through-hull fittings, inline ball valves, and pipe-to-hose adaptors), electrical components (battery cables, switches, cord sets), and structural materials (King Starboard sheets in various sizes and colors). Deliveries are required during normal business hours Monday through Friday from 7:00 AM to 5:00 PM at the Sheriff-Coroner Department Harbor Patrol Division in Corona del Mar, California, and the contractor must maintain reasonable inventory levels with notification requirements within 48 hours of order placement if items are unavailable and within five business days for backorder or shipment delays. The contract is structured as a firm fixed-fee arrangement with a three-year initial term and two optional one-year renewal periods subject to mutual written agreement and Board of Supervisors approval, with a bid validity period of 365 days following the closing date. Bidders must submit firm, fixed prices for each line item separately and comply with County requirements including proof of California State Contractor's License, valid D-U-N-S and UEI numbers, W-9 forms, Certificates of Insurance, and completion of certification forms including the Levine Act Campaign Contribution Disclosure and Certification Regarding Debarment. The evaluation criteria prioritizes the lowest responsive and responsible bid; however, the County reserves the right to make multiple awards, reject bids in whole or in part, and defer award for up to 180 days.
The solicitation offers price evaluation preferences for Certified County of Orange Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) bidders, who receive a five percent price deduction for evaluation purposes with a maximum allowable preference of $100,000. Bidders must provide proof of California State Contractor's License, valid D-U-N-S and UEI numbers, W-9 forms, and Certificates of Insurance within seven days of award notification, and must obtain both Performance and Labor and Material Payment Bonds in amounts equal to or exceeding the estimated contract price. The contractor assumes all transportation costs, including freight, shipping, and handling charges, which must be included in unit pricing, with pricing required to be equal to or less than rates quoted to any other local, state, or federal government entity for equal or lesser scope services. Current Orange County sales tax of 7.75 percent applies to purchases with payment terms of net 30 days in arrears following receipt of invoices; price decreases automatically extend to the County while price increases require County written consent with minimum 30 days' advance notice and documented proof of cost increases. The contract incorporates a cooperative program provision allowing other municipal, county, educational, and nonprofit organizations to utilize the arrangement at the contractor's option, with a 2 percent administrative rebate on total subordinate contract sales payable to the County quarterly. The contractor must maintain comprehensive insurance coverage including commercial general liability of $1,000,000 per occurrence/$2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, statutory workers' compensation, and employers liability of $1,000,000 per accident throughout the contract term.
