About this opportunity

The Massachusetts Division of Marine Fisheries is seeking qualified vendors to provide professional services related to the biological, chemical, geological, and genetic testing and analyses of various marine, estuarine, and freshwater organisms and habitats. The required services include histology, sorting and identification of plankton and benthic samples, habitat mapping, sediment grain size analysis, nutrient analysis, data analysis with associated summary reports, heavy metal and toxin analyses of tissue, identification of marine toxins, and the use of molecular techniques to identify stocks and populations. The Division anticipates awarding up to 10 contracts with an initial term through June 30, 2025 and two 3-year renewal options for a total potential duration of 9 years. Vendors will be compensated on a fee-for-service basis as services are rendered. Responses must be submitted electronically through COMMBUYS by the January 31, 2023 deadline. The Division will evaluate submissions based on the contractor's history of operations, cost of services, available testing and safety equipment, and relevant certifications and insurance.

The Request for Response (RFR) does not require a Supplier Diversity Program plan, but vendors are encouraged to include M/WBE and SDVOBE partners. The Commonwealth's standard contract terms and conditions will apply, including provisions related to contract effective dates, payments and compensation, contract termination, confidentiality, record-keeping, assignment, subcontracting, non-discrimination, indemnification, and governing law. The RFR does not specify an award value or budget range.
