About this opportunity
The City of Atlanta is soliciting proposals for design and replacement of the Marietta Road Bridge over CSX Railroad (Phase I), with questions due October 27, 2026 and proposals due November 23, 2026. The procurement uses a two-phase Qualification Based Selection process under the Brooks Act and 23 CFR Part 172, and the Prime Consultant must be prequalified by GDOT in area classes 3.02 (Roadway Design), 3.10 (Utility/Railroad Coordination), and 4.01A (Minor Bridge Design). The City has established a 25 percent Small Business Enterprise participation goal, which may be met through prime contracting, subcontracting, joint ventures, or other approved partnerships.
Scope covers replacing a 423.5-foot, five-span concrete box beam bridge built in 1971 and currently weight-limited to 10 tons. The replacement includes a new structure, pavement, curb and gutter, and continuous 5-foot sidewalks on each side, plus a continuous 5-foot sidewalk along Marietta Road for an approximately 0.8-mile segment from south of the bridge to Perry Boulevard/West Marietta Street. Place of performance is Atlanta, Georgia, within Fulton County. The team must include GDOT-prequalified members for NEPA, traffic analysis, bridge foundations, and construction engineering supervision. Offerors must provide financial capability attestations, proof of insurability, and OCC documentation. Required coverage includes commercial general liability of $1.0 million per occurrence and $2.0 million aggregate, excess/umbrella liability of $3.0 million per occurrence, and professional liability of $2.0 million per occurrence and annual aggregate.
Phase I (50 percent of weight) scores the prime's experience and qualifications (30 percent) and workload capacity (20 percent), advancing three to five firms to Phase II. Phase II (50 percent) scores technical approach (40 percent) and past performance (10 percent). Proposals are due November 23, 2026 at 2:00 PM through ATLCloud, and award follows Phase II evaluation and negotiation of fair and reasonable pricing. Recipients must execute the City contract within five business days of notification and provide notarized IIREA affidavits, SAM.gov registration proof, bid bonds if applicable, and certificates of insurance.
