About this opportunity
The Oregon Department of Corrections is requesting bids on margarine and butter products under ITB for delivery to its Central Distribution Center in Salem, with bids due August 10, 2026 at 9:00 a.m. PST and clarification requests due August 3, 2026 at 9:00 a.m. PST. ODOC offers a 5% preference for Oregon-fabricated or processed goods and an additional 5% preference for bidders headquartered in Oregon.
The scope covers 11,664 cases of unsalted margarine or butter meeting USDA Grade A standards, with a minimum of 80% fat, canola oil as one of the first two ingredients, dairy-free formulation, packed in one-pound prints, and a minimum six-month shelf life at delivery. Delivery comprises nine full truckloads: the first within 30 days of purchase order issuance and the remainder delivered 30 to 45 days apart. Pricing is quoted per case (no more than four decimal places), FOB Destination, with all transportation, fuel surcharges, and delivery charges prepaid by the contractor.
The previous contract awarded September 2025 to Robbins Sales, the incumbent, was at $38.25 per case. ODOC reserves the right to award to one or more responsive lowest-price bidders or to cancel the solicitation. Bidders must certify compliance with state tax laws and provide Federal Employee Identification Numbers or Social Security Numbers. No bidders conference or site visit is scheduled. No protests are permitted under ORS 421.438(2) and OAR 291-164-0120(1)(a)(F).
