About this opportunity
Mansfield University is seeking bids for a comprehensive deferred maintenance and demolition project at its campus in Mansfield, Pennsylvania. The procurement is a standard low-bid project encompassing general construction, HVAC, plumbing, and electrical work. The project involves full demolition of Maple Hall, Laurel Manor, and Pinecrest Manor, along with selective site demolition, grading, restoration, utility removal, and construction of a new storage building. A mandatory pre-bid conference will be conducted in two parts: a Skype presentation on September 16, 2020, at 1:00 PM, and small group site tours on September 22, 2020, with limited attendance of two people per company to comply with COVID-19 guidelines. Interested bidders must register on the e-Builder platform, create a user profile, and submit signed COVID-19 guidance documents by September 18, 2020. The bid submission deadline is October 14, 2020, at 2:00 PM, with liquidated damages ranging from $80 to $1,750 per day depending on the construction trade.
The project includes specific Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation goals varying by construction trade. SDB goals range from 7% to 11%, while VBE goals are consistently set at 3% across different construction categories. The estimated project budget is substantial, with general construction costs between $6-7 million, electrical work between $1-2 million, HVAC between $100-200,000, and plumbing between $60-70,000. All proposers must be registered with a current, active vendor number and must comply with the Public Works Employment Verification Act by submitting a Commonwealth Public Works Verification Form with their bid. The procurement does not require a bid guarantee, and technical support is available for the e-Builder platform. While no incumbent vendors are specified, the project represents a significant infrastructure investment for Mansfield University's campus modernization and maintenance efforts.
