About this opportunity
The University of North Carolina at Chapel Hill is requesting bids for stormwater infiltration vault remediation at the Manning Steam Plant, 210 Manning Drive, Chapel Hill, North Carolina, with bids due July 23, 2026 at 1:00 PM EST. HUB (Historically Underutilized Businesses) participation with a target of 10 percent utilization of diverse firms is encouraged.
The scope addresses contamination from a December 2025 fuel spill that released approximately 3,000 gallons of #2 heating fuel into a 54-foot-long by 36-foot-wide arched subsurface stormwater vault with two access manholes. Work consists of pumping approximately 30,000 gallons of water with safe disposal, removing fuel-laden sediment averaging 6 inches in depth, and cleaning the vault and stone layer using hot water and pressure-washing without chemical detergents. The project must be completed within thirty days of purchase order issuance. Work is performed at an active steam plant adjacent to a critical electrical substation, active construction zones, and student housing; pricing must reflect non-emergency, daytime rates with minimization of disturbance to these sensitive locations.
All vendors must be registered with the State of North Carolina Secretary of State and maintain good standing status. Contractors shall submit pricing as a not-to-exceed cost covering all labor, materials, equipment, and transportation on a standard company quote document. Invoicing is calculated solely on services delivered and accepted by UNC representatives. The successful bidder must provide at least three customer references, complete financial stability certification, comply with E-Verify requirements, and maintain manufacturer's standard warranty for a minimum of twelve months. Bids must be submitted electronically via the North Carolina eVP (Electronic Vendor Portal). Written questions are due July 16, 2026 at 1:00 PM EST. UNC reserves the right to award to the lowest responsive and responsible bidder, reject any or all bids, or cancel the IFB entirely if deemed in its best interest.
Opportunity text
The University of North Carolina at Chapel Hill (UNC) is seeking a contractor to remediate the stormwater infiltration vault at the Manning Steam Plant at 210 Manning Dr, Chapel Hill, NC (MDSP). In late December 2025, a fuel spill at MDSP resulted in the release of approximately 3000 gallons of #2 heating fuel into a stormwater infiltration vault. Subsequent actions have been undertaken to remove the fuel from the stormwater vault, primarily pumping out the fuel/water mixture in the vault and hauling offsite for appropriate disposal. The stormwater vault is a 54 long by 36 wide arched subsurface structure with two access manholes. The bottom of the vault is lined with 1 deep of 1 stone. There appears to be a sediment layer on top of this stone varying in depth between 3-18 above the stone layer. The location of the spill is at an active steam plant adjacent to various sensitive locations, including a critical substation, active construction zones, and student housing. Care and consideration must be given to these neighboring activities.
