TX-RAMP Level 2 Certification and compliance with TxDOT's high security baseline are mandatory.
The scope encompasses continuous 24/7 fire alarm monitoring operations from the Central Alarm Monitoring Station at TxDOT's Stassney Campus Headquarters in Austin, Texas; real-time alarm notification and escalation; incident tracking and documentation; on-demand reporting; and comprehensive support documentation including service-level agreements and escalation procedures. The vendor must maintain the monitoring application continuously, ensure all configured fire alarms are successfully detected and transmitted without loss, and provide standard functional and system user training at no additional cost, including train-the-trainer sessions. The vendor must comply with extensive TxDOT Information Resources and Security Requirements, including encryption standards, cybersecurity incident reporting, security training for all contractor-related entities, background checks for personnel accessing TxDOT systems, and TX-RAMP authorization. Vendors must submit a Vendor Qualifications, Experience, and References Schedule with a minimum of two professional references and a Volunteer Product Accessibility Template (VPAT) demonstrating vendor accessibility compliance. Liquidated damages of up to 10 percent of total price for any line item more than 30 calendar days late may be assessed.
The pricing schedule addresses Manitou Cloud Services-ManitouNEO/Business Support Upgrade Services, specifically BoldU Level 4-Advanced Instruction Annual Subscription services for Year 1 and Year 2. All prices must be F.O.B. destination, freight prepaid and included. TxDOT will evaluate responses on vendor qualifications and experience (15 points), approach to meeting Statement of Work requirements (65 points), and pricing (20 points). Tentative contract award date is October 30, 2026. Respondents must register on the Texas Comptroller of Public Accounts Centralized Master Bidders List using NIGP Class-Item Code 936-09.
