About this opportunity

The Genesee Intermediate School District (GISD) in Flint, Michigan is procuring a single durable trauma patient manikin simulator to support emergency medical technician and paramedic training programs at Genesee Career Institute. The equipment must be a newly manufactured stand-alone device with wireless connectivity, rechargeable batteries, and tablet-based control software, featuring adjustable vital signs, palpable pulses at multiple sites, chest rise and fall, heart and lung sounds, CPR sensors, 4 and 12-lead ECG functionality, programmable airway management, and simulated bleeding wounds with trauma inserts for upper and lower extremities. The bid proposal must include delivery, installation, staff training, and warranty coverage at the Genesee Career Institute location on a turnkey basis, with all services, materials, supplies, shipping, insurance, and labor included in the base bid price. Sealed written bids in one original and two copies must be submitted to Cynthia McCain, Assistant Superintendent for Business Services, at 2413 West Maple Avenue, Flint, Michigan 48507-3493 by 11:30 AM on April 30, 2019, with bid opening anticipated for the same date and board award expected at the May 14, 2019 regular meeting. Bidders must submit all responses using the District's standardized Bid Form and may propose optional features such as automatic physiologic control and virtual monitoring capabilities with associated costs; technical questions must be directed to Denise Belt, Executive Director of Career & Technical Education, via email until 72 business hours before the due date. All bid prices must remain valid for ninety days from the bid opening date, and bids deviating from specified products and requirements will not be considered for award.

All bidders must submit a certified check or bid bond equal to 5 percent of the total bid or one month's estimated service cost (whichever is greater) along with their proposals, and the awarded vendor must submit a Performance, Labor, and Materials Bond in an amount equal to the final contract amount. Bidders are required to include notarized compliance documentation consisting of a Public Act 232 of 2004 Familial Relationship Disclosure Statement disclosing any familial or business relationships between the bidder, the bidder's employees, and members of the District's Board of Education, Superintendent, or other District officials, and a sworn certification that the vendor is not an "Iran Linked Business" under Michigan Public Act 517 of 2012; bids without these completed and notarized statements will not be accepted. All vendor personnel working at District facilities must be fingerprinted and cleared through criminal background checks with the State Police and FBI, and all materials must be asbestos-free and lead-free with compliance to federal, state, and local regulations, including OSHA requirements. The District is exempt from Michigan Sales and Use Tax, and no specific set-asides or designations for disadvantaged enterprises are mentioned in the procurement documents. No incumbent vendors or budget range values are identified in the available documentation, though the contract value will be determined upon award based on the successful bidder's proposal for equipment procurement and associated services.
