About this opportunity

The City of Bartow is requesting bids on manhole and structures coatings using cementitious and polyurethane lining technologies for gravity sewer and stormwater collection systems throughout the city under ITB 26-28, with bids due September 9, 2026 at 2:00 p.m. and questions due September 1, 2026 at 4:00 p.m.

Bidders must hold a valid Florida contractor license (Underground Utility, Excavation, or General Contractor) and demonstrate three years in business under the same name and TIN/FEIN. Three references from state, county, or city clients documenting successful completion of at least three similar projects within the past three years are required.

The scope encompasses manhole and structure rehabilitation addressing corrosion, infiltration, cracking, and structural deficiencies through cleaning, surface preparation, patching, leak sealing, and application of cementitious, polyurethane, ultra-high build epoxy, and geopolymer mortar coating systems. Work includes televising with NASSCO Pipeline Assessment and Certification Program (PACP) and Manhole Assessment and Certification Program (MACP) certified operators, photographic assessment, bypass pumping, maintenance of traffic, and emergency mobilization. Pricing is structured as unit prices across two categories (cementitious and polyurethane) for line items including varying manhole diameters (48", 60", 72") and coating thicknesses, repair services, cleaning and assessment, and ancillary work. All coating applications require manufacturer-certified applicators and must pass visual inspection and third-party testing including holiday spark and adhesion bond testing. The contractor must provide pre- and post-rehabilitation video documentation on USB flash drives and comprehensive NASSCO-standard assessment reports. A warranty period requires the contractor to repair any observed visible leaks or coating defects at no cost to the City.

The City intends to award contracts to the two lowest responsive and responsible bidders for all items combined, with the right to award by individual item, group, or reject all bids. The contract term is one year from award with two optional one-year renewal periods, either party may terminate with 60 days' notice. Pricing is firm for the contract duration; the City receives full proportionate benefits of price decreases. A Performance and Payment Bond is required for contracts exceeding $250,000. Bid security remains in force for 90 calendar days after opening. All prices are F.O.B. destination to the jobsite and exclude sales tax.
