About this opportunity

The City of Rocky Mount Water Resources Department in New Hanover County, North Carolina, has issued a Request for Proposal (RFP 320-210825TW) for manhole rehabilitation services to qualified, licensed, and bonded utility contractors. The procurement seeks to rehabilitate 16 manhole locations across multiple streets including Stone Drive, Forest Hill Avenue, Collington Court, Amherst Road, and Augustus Drive, with depths ranging from 4 to 13 feet and a combined total depth of 108 feet. The project objectives include maintaining the collection system and reducing infiltration of stormwater runoff and ground saturation into the sewer collection system through implementation of a multi-layer protective lining system consisting of polyurea adhesion coating, polymer surfacer layer, and final polyurea armor layer. Contractors must provide materials meeting specified ASTM physical properties (F1216, F1743, D5813, D790, and D2990) and pass severe wastewater analysis testing, with coating materials produced in ISO 9001-certified facilities and application performed by manufacturer-trained and certified personnel. A 10-year limited warranty against material and workmanship defects is required. The mandatory pre-bid meeting was extended to Wednesday, January 28, 2026, at 10:30 a.m. at 331 S Franklin Street, Rocky Mount, North Carolina, with attendance mandatory for all bidding vendors. Written questions must be submitted by Tuesday, January 27, 2026, with City responses provided by Thursday, January 29, 2026. Proposals are due February 5, 2026, at 3:00 p.m. ET, and the contract term is 60 consecutive calendar days from the Notice to Proceed with liquidated damages of $500 per day for project overruns.

Bidders must maintain Commercial General Liability insurance of $1,000,000 per occurrence with $2,000,000 aggregate, $1,000,000 automobile liability, and Workers Compensation of $500,000, with the City of Rocky Mount named as an additional insured. Bid security of 5% is required for proposals of $500,000 or more, and successful bidders with contracts valued at $300,000 or greater must provide 100% Performance and Payment Bonds. The City has established a 10% minority business participation goal, and all bid documentation must comply with North Carolina's Historically Underutilized Businesses (HUBs) requirements with forms to be submitted by final payment. No incumbent vendors or specific budget ranges are identified in the procurement documents; however, the bonding and insurance requirements suggest a project value potentially exceeding $300,000. The contract type is classified as construction repair, and all contractor inquiries regarding RFP #320-210825TW should be directed to Tracy Winfield, Purchasing Associate II.
