About this opportunity

The Louisiana Department of Health (LDH) has issued a Request for Bid (RFx No. 3000024526) for comprehensive pest control services at the Pinecrest Developmental Center located in Pineville, Louisiana. The procurement seeks a vendor to provide full-treatment pest control services covering an extensive range of pests including rats, mice, roaches, bed bugs, lice, fleas, ants, spiders, scorpions, and other airborne or ground-based insects. Required services include bi-monthly treatments in all buildings and areas, with rapid response times of one to two hours for special infestations. Bidders must possess specific licensing credentials, including a ground owner operator's license and a commercial pesticide application with Category III Pesticide Certification from the Louisiana Department of Agriculture and the Horticulture Commission. The contract will be effective from July 1, 2025, or the date of award through June 30, 2026, with options for two additional 12-month renewals, not exceeding a total contract period of 36 months. A mandatory jobsite visit is required, and bids are due by April 28, 2025, at 2:00 PM CST, with services to be performed between 7:00 am and 3:30 pm, Monday through Friday.

The state offers potential Louisiana preferences for vendors meeting specific workforce and product manufacturing criteria, potentially receiving up to a 10% price consideration for Louisiana-produced products. Bidders must provide comprehensive insurance coverage, including workers' compensation, commercial general liability, and automobile liability with specific minimum limits. The procurement allows for electronic payment methods, including the LaCarte procurement card for purchases under $5,000 and Electronic Funds Transfer for larger amounts. All contractors must submit Safety Data Sheets for chemicals and comply with federal, state, and local regulations. The state reserves the right to award the contract to the lowest responsive and responsible bidder, with the ability to reject individual line items. Vendors must be registered in the LaGov system and can submit bids electronically online, via fax, or through non-electronic methods to the Office of State Procurement in Baton Rouge. While no specific budget range is explicitly stated, the comprehensive nature of the pest control services suggests a substantial contract value commensurate with the extensive scope of work and multi-year potential.
