About this opportunity

The Florida Department of Transportation (FDOT) is seeking competitive sealed bids for Managed Ethernet Services to support the Florida Intelligent Transportation Systems (ITS) Operations Network. The procurement involves a broadband point-to-point data service connecting three sites in Tallahassee, Tampa, and Miami through two circuits, with a guaranteed bidirectional throughput of one gigabit per second. The solicitation requires 1000BASE-SX Ethernet interfaces via duplex multimode fiber-optic connections with LC to LC connections at each location. Key deliverables include a 38-month contract with potential renewal options, subject to mutual agreement and satisfactory performance. The bid is due on May 22, 2025, at 12:00 PM EST, with a public opening at 3:00 PM EST the same day. Service level agreement (SLA) requirements mandate 24/7/365 availability, service restoration within four hours, and prorated credits for outages exceeding that timeframe.

All bidders must be registered in the State of Florida's MyFloridaMarketplace system and out-of-state corporations must be authorized to do business in Florida. Respondents must comply with various state regulations, including maintaining a drug-free workplace, E-Verify employment eligibility verification, and avoiding inclusion on scrutinized companies lists related to Sudan and Iran. The contract is subject to a MyFloridaMarketplace (MFMP) Transaction Fee and must adhere to multiple civil rights and non-discrimination statutes, including Title VI of the Civil Rights Act of 1964. While specific budget ranges are not explicitly stated, the solicitation indicates the contract value will be determined by non-recurring costs (installation) plus monthly recurring costs multiplied by the 38-month contract term. Prospective bidders must also pass security background checks and understand that FDOT reserves the right to remove personnel as needed.
