About this opportunity
The Freetown-Lakeville Regional School District is issuing a Request for Proposals to manage and operate before and after school swimming programs at the George R. Austin Intermediate School pool located at 112 Howland Road, Lakeville, Massachusetts. The procurement seeks a qualified operator to provide comprehensive community aquatic programs including youth swim lessons, a developmental swim team, adult water exercise, masters swim instruction, and community adult swim programming at a 25-yard by 36-foot pool facility with depths ranging from 4 to 11 feet. Minimum qualifications require proposers to demonstrate at least five years of experience operating a community swim program, maintain a certified pool operator on staff, carry general liability and property insurance of $1 million/$2 million with the District named as additional insured, and coordinate with the District's Director of Finance and Operations. The contractor will be responsible for all program-related costs including marketing, advertising, and promotion, as well as custodial fees of $45 per hour for extended operating hours, and must assume liability for all damages to the pool and facility during the contracted period. Proposals are due by May 1, 2026 at 2:00 PM, with a mandatory site walkthrough scheduled for April 23, 2026 at 11:00 AM; non-attendance results in automatic disqualification. Evaluation criteria are weighted at 50 percent for price proposal, 30 percent for non-price proposal, and 20 percent for interview, with contract award estimated for May 13, 2026. The contract term spans 11 months for two years with an option for a third year, with August reserved annually for pool cleaning and maintenance.
Proposers must submit five hard copies of proposals in two separate sealed envelopes—one containing price information and one containing non-price information—along with executed Certificates of Non-Collusion and Tax Compliance and Certificate of Corporate Authority. A $1,000 security deposit is required as part of the submission requirements. The RFP does not specify set-aside designations or restrictions limiting responses to particular organization types or disadvantaged enterprises. No incumbent vendor or current contractor information is identified in the procurement documents. The School Department will maintain utilities, regular pool maintenance, and custodial services for standard operating hours, providing existing infrastructure that the selected contractor must integrate with and operate within. The procurement does not specify an explicit budget range or award value; however, the contractor's financial obligations include program delivery costs and hourly custodial fees, with the District covering base facility operations.
