About this opportunity
The City of Shreveport Purchasing Division is requesting quotes for the Mamie Hicks Park Tennis Court Renovation, a re-bid solicitation under RFQ 26-520, with quotes due October 27, 2026 at 3:00 p.m. A Louisiana State Contractor's License is required for the project classification (building construction and specialty services for recreation and sporting facilities).
The scope includes demolition of one-half of the existing tennis court slab and construction of a post-tension slab with tennis and pickleball markings. The estimated contract value is $225,000, and the project must be completed within 120 consecutive calendar days from the Notice to Proceed.
Performance and payment bonds are required based on contract value: when the total with alternates reaches $50,000 or more, a 100% performance bond is mandatory; when $25,000 or more, both a 50% payment bond and a 10% two-year maintenance bond are required. The City will designate the successful contractor as a contractor-agent under Louisiana Revised Statute 47:301 et seq., meaning quotes must exclude sales and use tax on component construction materials and taxable services.
Award will be made to the lowest responsible and responsive quoter based on price and evaluation factors including quality of performance, timely completion of previous contracts, financial resources, maintenance and operational costs, and project completion capability. Monthly partial payments will be made with 10% retainage; final payment is due upon completion and acceptance by the City Architect following the 45-day lien period.
A non-mandatory pre-quote site visit is available without requiring an appointment. Questions must be submitted in writing at least seven working days before the opening date (no later than October 18, 2026). The City reserves the right to reject any or all quotes and to waive minor informalities. No quote bond is required.
