About this opportunity
The State of Minnesota, specifically through the Minnesota Veterans Home in Luverne, is soliciting proposals for preventative maintenance and repairs of Facility Management Systems and Automatic Temperature Controls. This Request for Proposal (RFP) seeks a contractor to provide premium coverage maintenance services, which will include comprehensive inspections, routine maintenance such as lubrication and cleaning, and repair services on a time and materials basis. The scope of work encompasses both the facility management systems and automatic temperature controls, with quarterly routine inspections for chiller equipment. Mandatory requirements include attending a pre-proposal meeting on October 22, 2024, at 10:00 a.m. CT at the facility location, and submitting a complete response package through the SWIFT Supplier Portal by October 30, 2024. Evaluation criteria will include submitted references, with responders required to provide at least two references related to similar maintenance and repair work. Proposal submissions must include multiple attachments such as Responder Declarations, Exceptions to Standard Terms, Workforce and Equal Pay Declarations, and a comprehensive Price Schedule. Questions regarding the RFP must be submitted in writing by October 24, 2024, at 2:00 PM CT to the designated contact.
The solicitation appears to encourage participation from diverse business types, potentially including small, minority-owned, women-owned, veteran-owned, and economically disadvantaged businesses. No specific incumbent vendor is identified in the documentation. The estimated annual contract value ranges from $20,000 to $25,000, with the initial contract term proposed from December 1, 2024, to November 30, 2026, and an option to extend for an additional three years. The contract includes provisions for emergency maintenance response within 3 hours and a $150,000 per-incident limit for additional repairs without prior approval. Pricing structure will involve annual premium preventative maintenance rates, labor rates for different service times (weekday, weekday evening, weekend/holiday), and a cost-plus percentage markup for parts and materials. Responders must provide discount-off list pricing for original equipment manufacturer (OEM) parts and demonstrate compliance with prevailing wage requirements and necessary personnel certifications. The State reserves the right to negotiate with the highest-scoring respondent and potentially make single or multiple awards based on the comprehensive evaluation of submitted proposals.
