About this opportunity
The Hawaii Department of Land and Natural Resources, Division of Boating and Ocean Recreation, Kauai District is soliciting bids for maintenance of the wastewater treatment plant at Nawiliwili Small Boat Harbor, with proposals due August 14, 2026.
The vendor must hold a certified State Wastewater Treatment Plant Operator's license, Grade 2 or 3 — the binding qualification filter. Hawaii's products preference under Act 175, SLH 2009, and recycled products preference under HRS 103D-1005 apply. Performance and payment bonds are required if the bid exceeds $50,000. Contractors must perform at least twenty percent of contract work with their own organization and maintain a written safety and health program plan.
The scope spans comprehensive technical assistance in operation and maintenance of wastewater treatment facilities serving two properties at the harbor. Required services include bi-weekly process sampling and analysis (Monday through Friday), equipment monitoring and adjustment, facility maintenance and cleaning, weekly inspections of aeration pump equipment, monthly and quarterly operations reporting, sludge disposal scheduling, effluent sampling, routine and non-routine equipment servicing, and preventive maintenance painting. The objective is production of the highest quality effluent possible.
The contract term is twelve months, commencing July 1, 2025, through June 30, 2026, with a renewal option for one additional twelve-month period contingent on mutual written agreement and pricing maintained at or below the initial contract price. The proposal includes a single lump-sum bid item for complete maintenance services plus a $20,000 allowance for unforeseen repair services not considered routine maintenance, including labor, tools, equipment, parts, and chemicals. Liquidated damages of $100 per calendar day apply for delays beyond the contract completion date. The vendor must provide proof of liability insurance in the amount of $500,000 naming the State as additional insured and obtain a Certificate of Vendor Compliance within ten days of the intent-to-award letter. All bids will be held for sixty days from opening. Award will be made to the lowest responsible bidder.
