About this opportunity

Kauai County, Hawaii is requesting proposals for maintenance of the wastewater treatment plant at Kikiaola Small Boat Harbor, with proposals due August 13, 2026. The vendor must hold a certified State Wastewater Treatment Plant Operator's license, Grade 2 or 3, and must maintain on-site personnel at Nawiliwili Small Boat Harbor two days per week.

The scope encompasses full technical assistance in operating and maintaining the wastewater treatment plant serving two properties, including process sampling and analysis, equipment maintenance and adjustment, sludge management, facility cleaning, monthly reporting, and routine and non-routine servicing. The vendor must produce the highest quality effluent possible and perform at least 20% of contract work with its own organization.

The contract runs from September 1, 2026, through June 30, 2027, and may be extended for one additional twelve-month period or parts thereof without re-bidding if the extended contract price remains the same or lower than the initial contract price. Either party may terminate any extended contract period upon ninety days prior written notice.

The proposal comprises two line items: Item 1 is a lump-sum bid for maintenance as detailed in job specifications; Item 2 is a $20,000 allowance for unforeseen repair services, labor, tools, equipment, parts, chemicals, and incidentals as approved by the District Manager. Award will be made to the lowest responsible total sum bid. Hawaii products preferences apply (10% price reduction for Class I products, 15% for Class II) and recycled products preferences (10% price reduction).

Prior to award, the vendor must provide proof of liability insurance in the amount of $500,000 naming the State as an additional insured, a Certificate of Vendor Compliance, and a surety bond and performance bond if the bid exceeds $50,000. Liquidated damages are set at $100 per calendar day for work not completed within the awarded contract amount. Missing documentation at bid submission may invalidate the bid.
