About this opportunity
The City of Scranton, located in Lackawanna County, Pennsylvania, is seeking a qualified contractor to provide comprehensive maintenance services for city-owned street lights through an Invitation to Bid (ITB) #2024-ITB-032. The procurement is for a 24-month period from September 22, 2024, through September 22, 2026, with the primary objective of ensuring continuous and efficient street light maintenance. The selected contractor will be responsible for 24/7 on-call service, including emergency and scheduled maintenance, with specific response time requirements for different service levels. Bidders must submit comprehensive proposals electronically through the city's e-Procurement Portal by September 19, 2024, at 11:30 am, with all questions and clarifications to be submitted via the portal's Q&A function by September 18, 2024, at 2:00 pm. The evaluation criteria will focus on selecting the lowest, most responsible bidder, with the city reserving the right to reject any or all submissions. Key deliverables include maintaining a comprehensive database and map of city lights, establishing a public hotline for outage reporting, and performing all work in compliance with electrical codes and PPL regulations.
The procurement does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises, though bidders must complete affirmative action, non-segregated facilities, non-collusion affidavit, and disclosure forms. The contract will be awarded on a time and materials basis, with payment structured around bid hourly rates for truck and manpower, including a minimum one-hour service charge per call. Contractors will face potential penalties of $100 per additional hour for late responses, emphasizing the importance of timely service. While specific budget ranges are not detailed in the documentation, the contract covers 24 months of comprehensive street light maintenance services. Interested vendors must register on the city's e-Procurement Portal, with those failing to "Follow" the project potentially unable to receive addenda notifications or submit a bid. Technical support for portal access is available through OpenGov's support channels, ensuring accessibility for potential bidders.
