About this opportunity

The Hawaii Department of Agriculture is soliciting bids for maintenance of the Bott Well Pump Station and Irrigation System at Galbraith Agricultural Lands in Wahiawa, Oahu, under IFB 26-200-012, with proposals due October 27, 2026.

The scope encompasses comprehensive maintenance of a diesel-powered well pump system featuring a C32 Caterpillar engine, irrigation distribution mains, water meters, two open earthen reservoirs, and associated fencing across five locations within the Galbraith Agricultural Lands. Daily maintenance includes pump vibration and noise checks, parameter recording in the on-site logbook, and lubricant-level monitoring; weekly, monthly, and quarterly inspections are mandated. The contractor must provide emergency response with initial contact within one hour of notification and on-site personnel within three hours. Reporting obligations include an Annual Air Quality Emissions Report to the Department of Health and a Monthly Ground Water Use Report to the Commission on Water Resource Management. All work must comply with manufacturer recommendations and applicable operational permits.

A $25,000 allowance is reserved for repair or replacement of system components not covered under warranty. Parts, fuel, and lubricants are billed at actual cost plus no more than 15 percent markup for handling. Allowance work is compensated on a cost-plus basis: the contractor's own forces may charge up to 15 percent for overhead and profit; subcontractors may charge up to 10 percent plus an additional 15 percent markup on their work. The contractor is not liable for repairs arising from vandalism, fire, storms, or other causes beyond their control, but assumes liability for damages caused by their own maintenance activities. All unforeseen or emergency work requires prior Field Order authorization from the ADC; unauthorized work receives no payment.

The contract is governed by Hawaii Revised Statutes and Hawaii Administrative Rules, including General Conditions (AG-008 103D). Contractors must obtain tax clearance certificates from the State of Hawaii Department of Taxation and the Internal Revenue Service prior to commencing work and before final payment.
