About this opportunity
DeKalb County, Georgia is soliciting sealed bids for maintenance, cleaning, and inspection of fuel tanks including removal, relocation, and installation services, with bids due October 7, 2026 at 3:00 p.m. via the County's eProcurement Portal and questions due September 25, 2026 at 5:00 p.m. LSBE requirements have been waived for this Fleet Management category.
The scope comprises 33 line items across five service categories: inspection services (vapor recovery testing, cathodic protection testing, leak detection); maintenance services (dispenser calibration, fuel management system repairs, fuel polishing); tank sweep services for tanks ranging from 1,000 to 20,000 gallons; tank cleaning services using hydro wash method; and other services including trip charges, hourly rates for normal business hours, after-hours, and emergency weekend service, plus a markup percentage for outside purchases. Work is performed throughout DeKalb County.
The contract term is two years with three optional one-year renewal periods commencing within ten days of the Notice to Proceed. This is an indefinite quantity agreement with no guaranteed minimum order. Award will be made to the lowest responsive and responsible bidder, though the County reserves the right to make multiple awards or award by line item.
Bidders must submit pricing exclusively in the designated Price Schedule section of the eProcurement Portal; pricing submitted elsewhere renders the bid non-responsive. Prices remain firm for the first twelve months; thereafter, price increases require submission of updated price lists with supporting documentation and Director approval. Contractors must provide three references for similar projects completed within four years, maintain comprehensive insurance coverage including $1,000,000 commercial general liability, professional liability, and automobile liability plus $5,000,000 umbrella coverage, provide a 90-day warranty on services, comply with Georgia's Federal Work Authorization Program, and register through the County's CV360 supplier system. Payment terms are Net 30 days.
