About this opportunity
The Texas Commission on Environmental Quality (TCEQ) is requesting bids on maintenance and support services for Waters Corporation Ultra Performance Liquid Chromatography (UPLC) instrumentation at its Air Laboratory in Austin, with bids due August 20, 2026.
The scope covers repair, maintenance, and technical support for UPLC instruments including troubleshooting, parts coordination, and factory-certified repairs. Service calls must be initiated within 24 hours and completed within 3 working days. The contractor must demonstrate a minimum of one year of direct experience with liquid chromatograph instruments and provide competent personnel capable of diagnosing and resolving equipment issues. A critical technical requirement is implementation of a real-time remote troubleshooting and diagnostics tool that must be VeriSign Security certified, structurally validated on Empower software, and capable of secure communication through TCEQ's firewall. The tool must transmit encrypted information using 128-bit SSL protocol, require certificate authentication, operate through port 443 only, and function in proxy environments. The contractor must provide all necessary computer hardware, software, equipment, and replacement parts covered under extended warranty with overnight shipping.
The contract commenced October 15, 2025, or upon full execution, and terminates August 31, 2026, with provisions for potential renewal and extension. TCEQ retains the option to add or subtract like items or services, including additional site locations during the contract term. Pricing must remain firm for the initial contract term. The contractor must maintain commercial general liability insurance in reasonable limits with TCEQ named as additional insured and must carry worker's compensation coverage for all employees performing work on TCEQ premises. Bids must remain firm for 30 days from opening. The State reserves the right to award based on low line item bid, low total of line items, or any combination serving the State's best interest, and may extend the contract up to three months at its sole discretion.
