The scope covers on-call maintenance, repairs, and replacements of existing and new steam and water boilers, hot water heaters, and associated control and isolation valves—both flanged and welded—at various County facilities including remote locations. Repairs and replacements are limited to tasks under $60,000; the Contract Administrator determines scope of work and arranges facility access for each request.

Bidders must hold a valid California State Contractor's License C-4 for boiler work and C-10 for electrical work, maintain Department of Industrial Relations registration, and demonstrate a minimum of 6,000 hours of direct experience on steam and hot water boiler systems. Staffing must include at least one Journeyman HVAC Mechanic or Certified Boiler Technician with additional non-journeyman staff as needed. The contractor must maintain a 24/7 telephone answering system with one-hour dispatch capability and be available for emergency call-outs between 6:00 p.m. and 6:00 a.m. with a two-hour response requirement.

Pricing is structured as hourly labor rates for Journeyman HVAC Mechanics and Certified Boiler Technicians across four time categories (Monday–Friday normal hours, Monday–Friday after-hours, Saturday normal hours, and Saturday after-hours/Sunday/holidays), plus cost-plus markups for materials and equipment rentals. The award shall be made to the lowest responsive, responsible bidder. Bids are valid for 120 days after the closing date.
