The contract includes preventative maintenance services performed Monday through Friday between 7:00 AM and 5:00 PM Central Time, as well as optional chemical maintenance services including NaOH removal, system flushing, and residual disposal services. Sealed bids are due by 11:00 AM Central Time on Tuesday, April 21, 2026, with bid opening conducted via Webex conference. The initial contract term is one year with automatic renewal for four additional one-year periods under the same pricing, terms, and conditions unless NTMWD provides written notice of termination at least 60 days prior to expiration, allowing for a maximum term of five years.

Bidders must provide comprehensive insurance coverage including Commercial General Liability ($1,000,000 occurrence/$2,000,000 aggregate), Automobile Liability ($500,000 combined single limit), and Workers' Compensation with $500,000/$500,000/$500,000 limits, with NTMWD named as additional insured. All bidders must submit required documentation including Bid Signature Form, Bid Pricing Form, Questionnaire Responses, and three customer references demonstrating similar experience within the past three years. Bid pricing must include flat rates for annual preventive maintenance and optional cost-plus pricing for chemical maintenance services with percentage discounts on parts, materials, and new equipment, with prices remaining firm for a minimum of 90 days from the bid closing date and for the entire initial contract period. For renewal periods, price adjustments may be requested by either party using the Consumer Price Index for all Urban Consumers (Series ID: CUURS37ASA0) for the Dallas-Fort Worth-Arlington, Texas area, with a minimum of 12 months between adjustments. The solicitation document does not identify any incumbent vendors or set-aside designations for disadvantaged enterprises. The contract is estimated at an annual expenditure amount to be determined based on bid responses, and NTMWD is exempt from federal excise and state sales taxes.
