The State of South Dakota Bureau of Information and Technology is requesting proposals for mainframe disaster recovery services, with proposals due August 1, 2026 and written questions due July 13, 2026. The scope centers on collocated data center space and recovery services for state-owned mainframe equipment including a Luminex VTS MVTi, two Fortigate Firewalls, and one Juniper Network Switch, housed in a dedicated 24U server cabinet with dual 208V/30Amp power feeds, dual single-mode FICON fiber connections, and a 1 Gbps or higher internet connection supporting up to 36 IP addresses.
The facility must provide fire detection and suppression, generator and UPS backup power, environmental controls, water detection, 24/7 staffing, and access controls with video monitoring. Recovery services must support disaster declaration and mainframe restoration with a maximum 15-seat on-site configuration, 48 hours of annual test time, 24/7 test support, and remote console support. The vendor must provide recovery equipment including a 24-port non-POE network switch, a zOS Starter System with minimum 1GB connected DASD, a base IBM z15 or higher mainframe with one zIIP providing 184 MIPS, 64GB memory, two 1 Gb OSA Express ports, eight FICON ports, two guest LPARs, 5TB IBM DS8XXX DASD with encryption, one 9074 Secure Communications Controller, and 26 desktop VDI virtual machines with 3270 emulation software.
The contract term is three years with renewal options. Cost proposals must separately itemize one-time set-up fees, monthly hosting and recovery services fees, initial and daily recovery charges, and hourly rates for vendor support beyond eight hours annually. Vendors must comply with NIST 800-53 Rev. 5, provide SOC 2 Type II audit reports or equivalent security certifications (GovRAMP, FedRAMP, or HITRUST), certify non-use of banned entities (Huawei, Nuctech, ZTE), and restrict all services and data storage to the continental United States. Proposals must include corporate qualifications, references from four recent projects, team resumes, background investigation statements for employees accessing sensitive data, and audited financial statements upon request. Questions and answers will be distributed to all offerors that submitted Letters of Intent or requested clarifications by July 17, 2026.
