About this opportunity
The Maine Department of Defense, Veterans and Emergency Management, Bureau of Veterans' Services is requesting proposals for turf maintenance services at two Maine Veterans' Memorial Cemeteries in Augusta under RFP 202607120, with proposals due September 8, 2026 at 4:00 p.m. and a mandatory Bidders' Conference on August 11 at 8:00 a.m. at the Mt. Vernon location.
The scope covers mowing and trimming of approximately 109 developed acres combined across Central Maine Veterans' Memorial Cemetery at Mt. Vernon (29 acres, 163 Mt. Vernon Road) and Central Maine Veterans' Memorial Cemetery at Civic Center Drive (80 acres, 143 Blue Star Avenue), adhering to National Cemetery Administration Standard Operating Procedure 41-SOP-021. Service requirements mandate weekly mowing between May and November at heights between 2 and 2.5 inches, with grass never exceeding 3.5 inches on any mowing week, and headstone trimming at minimum every two weeks. The awardee must furnish all commercial-grade equipment with anti-scalping devices, fuel, supplies, and labor, and bears responsibility for damages caused by negligence. All equipment must be properly maintained and free of oil leaks.
The contract runs May 1, 2027 through April 30, 2032, structured as an initial one-year performance period followed by four optional one-year renewals contingent on continued funding and satisfactory performance. Pricing must be submitted as a fixed total cost covering the initial period and all renewal periods. Payments are made net 30 upon invoice receipt.
The State anticipates one award. Evaluation uses a 100-point scale: Organization Qualifications and Experience (35 points), Proposed Services (35 points), and Cost Proposal (30 points). The lowest-cost bidder receives full cost-proposal points; higher bids receive proportionately reduced points. Bidders must submit three project references from the past two years, current insurance certificates, organizational charts, litigation history, and three years of Dun & Bradstreet reports. Written questions are due August 25, 2026 at 4:00 p.m. No best and final offers will be solicited.
