About this opportunity

The North Carolina Department of Administration is seeking a vendor to provide comprehensive mail presort services for all state agencies through an Invitation for Bid (IFB #13-DOA1436367797) focused on Wake County. The procurement encompasses presorting, bar code application, and postage metering for mail processing, with specific requirements for daily mail pickup from the Mail Service Center located at 3905 Reedy Creek Rd, Raleigh by 1:00 PM ET. Estimated monthly service volumes include 1,000,000 first-class letters with postage affixed, 320,000 first-class letters without postage, 85,000 first-class postcards with postage, and 85,000 first-class postcards without postage. Key deliverables include providing same-day service to the US Post Office, preparing mail to maximize postal service discounts, and implementing Full Service IMb Discount strategies. The bid opening is scheduled for March 4, 2025 at 2:00 PM ET, with vendor questions due by February 25, 2025. The initial contract term is one year, with options for two additional one-year renewals.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Vendors must provide detailed pricing for 3/5-digit presorted mail, vendor-affixed postage, IMb rebate, and workshare discounts, along with a per-piece sort fee. The state requires an initial postage deposit of $250,000 to enable the vendor to pay USPS on the Division's behalf. Successful bidders must demonstrate capability to handle substantial mail volumes and provide separate detailed invoicing for different state agencies and institutions. While no incumbent vendor is identified, the contract includes provisions for sharing USPS workshare discounts and requires sophisticated mail processing infrastructure. Though a specific contract value is not explicitly stated, the monthly mail volume and required postage deposit suggest a significant annual procurement value potentially ranging between $500,000 to $1,000,000, depending on actual postage and service fees.
