About this opportunity
The City of Philadelphia Procurement Department is soliciting micro purchase quotes for magnifiers under Bid #B2728343 for the City of Philadelphia Free Library's Library of Accessible Media for Pennsylvanians (LAMP), with quotes due November 5, 2026 through PHLContracts. Sellers must select Local Business Entity (LBE) certification status in the online quote, and a voluntary LGBTQ Applicant Data Form is optional.
Scope covers magnifiers and LAMP-branded magnifier carrying pouches, with a Light-Up Credit Card Magnifier from Health Promotions Now referenced as a product link. Alternate products require brand, model number, and comprehensive supporting documentation. Quoted prices must include all shipping and freight, and delivery goes to 1500 Spring Garden Street, Suite 230, Philadelphia, Pennsylvania 19130 on FOB Destination Point terms. Sellers must not deliver until the department issues a Purchase Order.
The maximum contract value is $45,000, adjusted annually by the percentage increase in the CPI-U from January 1, 2020, to the most recent published figure. The contract term is 365 days from the effective date in PHLContracts, beginning when the Procurement Department issues a Purchase Order. Quotes must be net of taxes, as the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes, and remain valid for 60 days from submission.
The City will award the micro purchase as a whole or by line item, whichever serves its best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award as a whole, and the City reserves the right to reject any or all quotes. Sellers must maintain General Liability Insurance at $500,000 per occurrence, Workers' Compensation at statutory limits, and Automobile Liability Insurance at $300,000 per occurrence if applicable.
A signed Consent and Authorization Agreement is required before bid closing, either attached to the vendor profile or submitted with the first quote, and no quote is considered without it. Once uploaded, it does not need resubmission for later bids. Sellers must also enter unit costs for each item, answer all mandatory questions, and accept the terms and conditions in PHLContracts.
