The Commonwealth of Kentucky Department of Criminal Justice Training (DOCJT) issued Request for Quotation (RFQ) 525 2600000018 on January 23, 2026, seeking catering services to provide recruit lunches at the Madisonville Regional Police Training Center located at 755 Industrial Road, Madisonville, Kentucky 42431. Responses are due by 3:00 PM Eastern Standard Time on January 30, 2026. The vendor must provide lunch service to up to 30 students Monday through Friday between 11:00 AM and 2:00 PM for a contract term running from February 9, 2026, through June 30, 2026. All meal service components must be included by the vendor, including eating utensils, silverware, cups, condiments, plates, napkins, and beverages. The vendor must be located within a 30-mile radius of the training center, and the maximum cost per lunch meal, including beverage, shall not exceed $15.00 per student, with a total annual contract cost capped at $20,000 per fiscal year. Evaluation criteria are weighted at 90 points for price and 10 points for delivery, and awards will be made on a best value basis, with DOCJT potentially selecting up to two caterers from the bids received. Vendors must provide signed class rosters with each invoice and may submit invoices monthly or bi-weekly.
Kentucky resident bidders claiming resident status must submit the Required Annual Affidavit pursuant to KRS 45A.110 and 45A.115, attesting under penalty of perjury that they have not knowingly violated campaign finance laws of the Commonwealth and that contract award will not violate any provision of Kentucky's campaign finance laws. The Commonwealth will apply reciprocal preference to Kentucky resident bidders as well as preferences for qualified bidders and the Department of Corrections Division of Prison Industries. DOCJT will not guarantee a minimum number of meals and will not be responsible for gratuity. All vendors must comply with applicable Kentucky statutes, nondiscrimination requirements, and mandatory representations regarding compliance with state tax and employment laws, as well as boycott and lobbying restrictions. No incumbent vendors or prior contractors are identified in this solicitation. The contract award value is limited to a maximum of $20,000 annually, representing the total compensation available across all selected vendors.
