About this opportunity

The City of Philadelphia is soliciting quotes for machine repair services under a requirements micro purchase contract (number B2727976) due September 28, 2026. The total contract value is capped at $45,000, adjusted annually by the Consumer Price Index (CPI-U) from January 1, 2020 and rounded to the nearest $1,000. This is a requirements purchase, meaning the City will issue purchase orders for services as needed during the contract term rather than committing to a fixed quantity upfront.

Award will go to the lowest responsive and responsible bidder, with the contract awarded as a whole or by line item, whichever is in the City's best interest. Sellers must quote all items to be eligible for award. No work shall commence without issuance of a purchase order. The contract term is 365 days from the effective date, with automatic termination thereafter.

Quotes must be submitted electronically through PHLContracts, the City's eProcurement platform, by the submission deadline. A signed Consent and Authorization Agreement must accompany each quote or be attached to the vendor's PHLContracts profile; failure to submit renders the quote non-responsive. The City reserves the right to reject any and all quotes, accept quotes from multiple sellers, and accept quotes on individual items without accepting all items.

All prices must be quoted net of taxes (the City is tax-exempt) and delivered FOB Destination Point. Payment is made electronically following delivery and City approval, with invoices submitted to the entity name shown on the purchase order. Sellers must maintain General Liability Insurance with a minimum limit of $500,000 per occurrence, Workers' Compensation at statutory limits, and Automobile Liability at $300,000 per occurrence if vehicles are used. Sellers must comply with all applicable federal, state, and local laws, including City nondiscrimination and ethics requirements, and must indemnify the City against all claims arising from seller negligence or breach.

The City has issued an optional LGBTQ Applicant Data Form requesting voluntary demographic information about business ownership and LGBTBE certification status through the National LGBT Chamber of Commerce or the Independence Business Alliance; participation is entirely voluntary.
