A DSBSD-certified micro-business preference applies to bids up to $10,000, and a DSBSD-certified small-business preference applies to bids not exceeding $100,000, provided the agency determines the bid price is fair and reasonable; otherwise, award goes to the lowest responsive and responsible bidder of any size.

Material will be delivered near the intersection of State Route 645 (Jonesboro Church Road) and State Route 615 (Cedar Creek Road) in Brunswick County. The contractor must schedule delivery within three business days of purchase-order receipt and furnish, deliver, and spread all stone in designated areas within seven calendar days, with allowances for severe-weather delays. Delivery location is the DMA-Range Operations address at Building 3001, West 33rd Street, Fort Pickett, Blackstone, Virginia 23824, unless otherwise coordinated with the project point of contact. The contractor must provide 24-hour advance notice to Glenn Chappell (434-292-8534) prior to delivery for personnel verification.

Bidders must submit pricing on a per-ton rate for delivered-and-spread material, organized by material type with a grand-total amount. The actual quantity purchased may vary depending on funding restrictions. Bid prices must remain firm for 90 days and are evaluated on a grand-total basis. The contractor is responsible for all delivery arrangements, unloading, and repair of any damages to existing utilities, equipment, or finished surfaces. Questions should be directed to Glenn Chappell at glenn.f.chappell.nfg@army.mil or (434) 292-8534. Invoices must be submitted to allison.s.maddox.nfg@army.mil within 365 days of delivery and must comply with DMA mandatory invoice requirements.
