About this opportunity
The Maine Department of Environmental Protection, Bureau of Remediation and Waste Management is requesting bids on a Master Agreement for the purchase, storage, distribution, and resale of fiberglass home heating oil tanks, with bids due April 2, 2013.
The scope covers 128 tanks total: 15 double-wall and 113 single-wall fiberglass tanks, each with 240-gallon capacity. Tanks must meet UL 2258 standards and be manufactured by Vilco or equivalent, featuring UV-resistant and fire-resistant fiberglass construction, integral saddle feet, four 2-inch NPT top openings, no bottom outlet, and a 30-year limited warranty against corrosion-related leaks. The contractor must also provide 128 filter protectors at no charge. Tanks will be installed statewide by oil companies and heating contractors hired by MEDEP or by eight Community Action Programs; the contractor must deliver individual tanks to either the installation site or the contractor's place of business at the installing contractor's option, with all delivery costs included in the bid price. Storage and distribution costs must be incorporated into the tank price. The contractor must maintain continuous supply as if tanks were in stock and deliver two truckloads via covered 53-foot trailers.
Bid pricing must include separate fixed unit prices for double-wall and single-wall tanks, with prices firm through March 31, 2014. MEDEP guarantees purchase of all 128 tanks at stated bid prices if any remain unsold by that date. The contract term runs April 1, 2013 through March 31, 2014, with no requirement to accept delivery before April 15, 2013. Geographic data indicating average delivery distances of 24.5 road miles per tank is provided for cost estimation. The contractor must carry five million dollars in environmental liability insurance per installation.
Awards will be made to the lowest responsible bidder offering best value, with tie-bid preference given to in-state vendors or those offering commodities produced or manufactured in Maine. Cash discounts of 20 days or more will be considered in evaluation. The State reserves the right to reject any or all quotes and increase or decrease ordered quantities by up to 10%. Questions must be submitted through the online Question and Answer portal on the Solicitation Details View page.
