The Massachusetts Port Authority is requesting bids for removal and disposal of two Pacheco low-profile ship-to-shore container handling cranes (A and B) under Notice to Contractors M598-C1, with bids due September 16, 2026 at 11:00 a.m. and a mandatory pre-bid conference on September 2, 2026 at 9:00 a.m. at the Conley Administration Building in South Boston.

The scope covers complete removal and disposal of the two designated cranes. Attendees at the pre-bid conference must present a TWIC card or valid state/federal ID for entry; those wishing to inspect the cranes must bring hard hat, reflective vest, and steel-toed boots.

The estimated contract cost is $5 million. Bids will be submitted electronically through Bid Express (https://www.bidexpress.com/businesses/27137/home), where bid documents are available for download at no cost beginning August 26, 2026. The successful bidder must submit a performance bond and labor and materials payment bond, each for 100 percent of the contract price. Bidders must include a proposal guaranty in the form of a bid bond from a Commonwealth-qualified surety equal to five percent of bid value.

The contractor must maintain Bodily Injury Liability Insurance and Property Damage Liability Insurance with a combined single limit of $1 million, naming the Authority as an additional insured on an occurrence basis. Minimum wage requirements are governed by Massachusetts General Laws Chapter 149, Sections 26-27G, with rates predetermined by the U.S. Secretary of Labor and/or Massachusetts Department of Labor Standards, whichever is greater. The contract is subject to affirmative action and Title VI civil rights compliance provisions. A Certification of Non-Segregated Facilities must be submitted prior to award; subcontractors exceeding $10,000 must also provide such certification. The Authority reserves the right to waive informalities or reject any or all proposals.
