About this opportunity

New York State Office of General Services, Design & Construction Group, is requesting sealed bids on behalf of the Department of Corrections and Community Supervision for roof replacement at Hudson Correctional Facility under Project M3187-C, with bids due July 15, 2026, and a pre-bid site visit on July 2, 2026.

The procurement is subject to MWBE and SDVOB participation goals: MBE 15%, WBE 15%, and SDVOB 6%. Under Public Buildings Law 8(6), a responsible and reliable MWBE submitting a bid within ten percent of the lowest bid will be deemed the apparent low bidder, provided the bid does not exceed $1,737,918 (adjusted annually for inflation) — a material competitive advantage.

The scope encompasses roof replacement on nine buildings at the Hudson facility located at 50 East Court St., Hudson, New York: Buildings 9, 10, 11, 58, 75, 79, 80, 82, and 83. The estimated contract value is between $5 million and $6 million. Substantial completion is 792 days after Agreement approval by the State Comptroller. All successful bidders must provide Performance and Labor and Material Bonds, each equal to 100% of the contract amount. Bid security of $139,500 is required.

Pre-bid site visit registration is required at least 72 hours in advance; contact Daniel J MacCormack at (518) 822-1931. Questions should be directed to DCPlans@ogs.ny.gov or (518) 474-0203. Bid documents and electronic bidding are available through Bid Express at www.bidexpress.com with technical support at (888) 352-2439. Sealed bids must be received at the Division of Contract Management, 35 Corning Tower, Empire State Plaza, Albany, by 2:00 p.m. on July 15, 2026, at which point they will be publicly opened and read. All bidders must comply with State Finance Law 139-j and 139-k restrictions on communications during the procurement process.
