About this opportunity
Palm Beach County Engineering and Public Works Department is soliciting bids for roadway improvements on Lyons Road from north of the L.W.D.D. L-30 Canal to Boynton Beach Boulevard (Project 2018503) and intersection improvements at Lyons Road and Boynton Beach Boulevard (Project 2020110), with proposals due October 27, 2026. An Affirmative Procurement Initiative (API) goal for Small Business Enterprise (SBE) participation applies; only firms certified by Palm Beach County at the solicitation due date are eligible to receive SBE credit, and failure to submit properly executed subcontractor and subconsultant schedules when a mandatory API goal is established results in non-responsiveness.
The scope encompasses approximately 4,273 linear feet of roadway production, resurfacing, and intersection improvements spanning multiple construction stations across platted areas including Monticello AGR-PUD, Valencia Cove AGR-PUD, Palm Beach Farms, Canyon Springs, Canyon Isles, Canyon Lakes, Lyons West AGR-PUD, and Canyon Town Center TMD. Work includes traffic signal installation with mast arm assemblies (30-foot, 50-foot, and 78-foot heavy-duty configurations), drilled shaft foundations (12 to 20 feet deep), vehicular and pedestrian signals with LED modules, loop detectors, inductive loop detection systems, conduit and cable infrastructure (2-inch PVC and 4-inch HDPE directional bore), 55 new lighting poles with photometric specifications per FDOT FY 2024-25 standards, comprehensive signing and pavement marking (58 single-column ground sign assemblies, 10 sign relocations, 37 removals, 2,398 raised pavement markers, and thousands of linear feet of thermoplastic markings), and tree disposition management across 257 individual trees with protective barricades around retained trees. Contractors must comply with FDOT Standard Specifications, Palm Beach County Traffic Signal Installation Standards and Details 2024 edition, MUTCD specifications, design wind speeds of 160–170 mph, and coordinate with Palm Beach County Traffic Operations and FPL for electrical service. A 90-day burn-in period for all traffic signal equipment and submission of as-built plans with electronic CAD files are required post-construction. Bidders must submit Qualifications and Experience Packages documenting two similar projects completed within the past five years, resumes of superintendent-level and above staff, and equipment schedules. Requests for information must be submitted via email to ENG-RoadwayBids@pbcgov.org. Questions are due by the proposal deadline of October 27, 2026.
