About this opportunity
Palm Beach County is soliciting bids for roadway improvements on Lyons Road from north of the L-30 Canal to Boynton Beach Boulevard (Projects 2018503 and 2020110), with questions due by October 27, 2026. Bidders must submit a Qualifications and Experience Package demonstrating completion of at least two similar projects within the last five years, with at least one completed under the bidder's firm name; resumes of key staff at superintendent level or above; documentation of owned or rental equipment; and a signed certification statement. Misrepresentation of qualifications results in disqualification.
The scope encompasses approximately 4,273 linear feet of four-lane divided roadway reconstruction with associated infrastructure: traffic signal installation (three mast arm assemblies with foundations 12–20 feet deep, 21 inductive loop detectors, 7 vehicular signals, 4 pedestrian countdown signals, 3 LED cobrahead luminaires); lighting design (55 proposed poles with photometric calculations to FDOT standards, plus intersection retrofit at Boynton Beach Boulevard); signing and pavement marking (2,398 raised pavement markers, thousands of linear feet of thermoplastic markings, 58 ground sign assemblies); and tree disposition management (700 catalogued trees with retention and removal designations per Florida Administrative Code Rule 61G15-23.004). Contractors must install protective barricades around retained trees and coordinate with county personnel for temporary vegetation barricade permits.
Roadway plans (4 parts), surveys, lighting analysis, signalization plans, and tree disposition plans are attached as technical reference. The project crosses multiple residential and commercial developments including Valencia Cove, Canyon Springs, and Canyon Town Center. All work must comply with FDOT Roadway & Traffic Design Standards FY 2024-25 and Palm Beach County design procedures. Contractors must submit equipment specifications and shop drawings for approval within 30 days, maintain existing signals operational during construction, and provide as-built plans and electronic CAD files upon completion. A 90-day burn-in period is required for all traffic signal equipment. Questions must be submitted via email to ENG-RoadwayBids@PBC.GOV. Small Business Enterprise (SBE) participation goals apply per Palm Beach County OSBD ordinance; Schedule 1 and supporting subcontractor schedules are required at bid submission.
