About this opportunity
Palm Beach County Engineering and Public Works Department is soliciting bids for roadway and intersection improvements on Lyons Road from north of the L-30 Canal to Boynton Beach Boulevard, with bids due October 27, 2026. The work comprises two integrated projects: Project No. 2018503 (Lyons Road corridor improvements spanning approximately 5.6 miles) and Project No. 2020110 (Lyons Road and Boynton Beach Boulevard signalized intersection).
Bidders must submit qualifications packages including two similar projects completed within the previous five years (at least one under the bidder's current firm name), resumes of superintendent-level key personnel, and owned equipment schedules or rental company letters. FDOT Form 525-010-46 and additional conditional documentation may be required upon request. All submissions must comply with Palm Beach County's Office of Small Business Development (OSBD) subcontractor and subconsultant schedules, which identify SBE-certified versus non-SBE participants and are mandatory for responsiveness.
Project 2018503 scope includes roadway milling, resurfacing, and pavement marking across the corridor; signing and pavement marking installations (2,398 raised pavement markers, approximately 3,783 linear feet of 12-inch thermoplastic markings, 1,703 linear feet of 24-inch markings); lighting design with 55 poles; tree removal and preservation per Palm Beach County ordinance; and signalization work including seven traffic signal assemblies, three mast arms (30–78 feet), three drilled shafts, 21 loop detectors, and conduit installation. Project 2020110 encompasses intersection signalization with two mast arm assemblies (50-foot and 78-foot), four pedestrian detector posts, 21 loop detectors, nine traffic signal heads, conduit, and one internally illuminated street sign; plus one 175-watt LED cobrahead luminaire installation and one light pole relocation.
All work must comply with Palm Beach County Traffic Signal Installation Standards 2024, FDOT Design Standards FY 2024–25 and FY 2025–26, MUTCD, and current interim revisions. Contractors must adhere to shop drawing review timelines (30-day turnaround), pre-construction notification requirements (72 hours prior to signal equipment work), geotechnical conditions including sandy soils with potential cave-in risk requiring bentonite/polymer slurry, and a 90-day burn-in period for traffic signal equipment. Questions are submitted via RFI form to ENG-RoadwayBids@pbc.gov. Comprehensive survey, roadway plans (four parts), signalization plans, lighting analysis, tree disposition documentation, and signing and pavement marking plans are provided.
