About this opportunity
Palm Beach County is issuing a Request for Information (RFI) for roadway improvements on Lyons Road from north of the L-30 Canal to Boynton Beach Boulevard (Project IDs 2018503 and 2020110), with RFI submissions due October 13, 2026. This is a pre-solicitation information-gathering phase; a formal invitation to bid or proposal request has not yet been issued.
The scope encompasses two integrated projects: a 9.6-mile roadway reconstruction and resurfacing of Lyons Road (Project 2018503) plus intersection improvements at Lyons Road and Boynton Beach Boulevard (Project 2020110). Project 2018503 includes four-lane divided roadway design with signing, pavement markings, traffic signalization at multiple intersections, street lighting (55 poles with photometric analysis), tree disposition planning (536 surveyed trees), and full roadway plans across four plan sets. Project 2020110 adds traffic signal upgrades at the intersection including two mast arm assemblies (50-foot and 78-foot heavy-duty single arms), 21 loop detectors, four pedestrian countdown signals, one LED cobrahead luminaire installation, and one pole relocation, plus signing and pavement markings (379 raised pavement markers, over 1,200 linear feet of thermoplastic markings).
The design standards conform to Florida Department of Transportation FY 2024-25 and FY 2025-26 criteria and Manual of Uniform Traffic Control Devices (MUTCD) standards. Technical submittals include surveys prepared by Stantec Consulting Services (2018503) and Brown & Phillips (2020110), plans sealed by Professional Engineers Majharul Alam and Dilnahar H. Shuvo, and detailed specifications for materials, finishes, and installation procedures.
Palm Beach County's Small Business Enterprise (SBE) Affirmative Procurement Initiative applies; Palm Beach County-certified SBE firms are eligible to meet participation goals on this project. Bidders must submit Schedules 1 through 4 documenting subcontractor and subconsultant participation and certifications.
RFI inquiries are submitted via email to ENG-RoadwayBids@PBC.GOV. No formal pre-bid meeting, site visit date, or proposal due date has been announced. Alternate-format accessibility is available upon request through the county's accessibility resources.
