About this opportunity

Palm Beach County is soliciting for roadway improvements on Lyons Road from north of the L-30 Canal to Boynton Beach Boulevard, with questions due by September 29, 2026. This is an RFI-stage procurement; no formal bid due date or contract award timeline has been posted. Two project numbers govern the work: 2018503 (primary roadway and signalization) and 2020110 (intersection lighting and signing at Lyons Road and Boynton Beach Boulevard).

The scope encompasses approximately 6 miles of roadway milling and resurfacing, traffic signal installation and modification at multiple intersections (including three mast arm assemblies ranging from 30 to 78 feet, 21 loop detectors, traffic signal heads, and pedestrian signals), roadway and intersection lighting with 55 pole locations and specified photometric performance to FDOT standards, signing and pavement marking installation (58 ground sign assemblies, 2,398 raised pavement markers, 3,783 linear feet of thermoplastic striping), and tree removal and disposition. The project corridor crosses multiple subdivisions and utility infrastructure including water, sewer, drainage canals, gas, and electrical systems requiring coordination. All work must comply with Florida Administrative Code Rule 5J-17 standards, FDOT Roadway and Traffic Design Standards FY 2024–25 and FY 2025–26, and Palm Beach County Engineering Department standards.

Bidders must submit a Qualifications and Experience Package documenting at least two similar projects completed within the last five years (at least one under the bidder's current firm name); resumes of superintendent-level or above personnel; and a schedule of owned equipment or equipment-rental letters. Mandatory Small Business Enterprise (SBE) subcontractor schedules apply under Palm Beach County's Affirmative Procurement Initiative; all subcontractors and subconsultants must be Palm Beach County certified at solicitation opening to count toward API goals.

Interested parties submit questions via email to ENG-RoadwayBids@PBC.GOV with subject line "RFI: 2018503 & 2020110 Lyons Road L30 to Boynton Bch Blvd." Design plans, survey documents, lighting analysis, signalization plans, and tree disposition plans have been posted. The procurement documents are available in alternative formats upon request.
