About this opportunity

Palm Beach County is soliciting bids on two roadway improvement projects on Lyons Road — Project 2018503 (L-30 Canal to Boynton Beach Boulevard, approximately 3.2 miles) and Project 2020110 (Lyons Road and Boynton Beach Boulevard intersection) — with questions due September 22, 2026. The county has issued an RFI form to facilitate pre-bid inquiry; no hard proposal due date or pre-bid meeting is specified in the posted materials.

The scope spans comprehensive roadway reconstruction, utility coordination, drainage infrastructure, traffic signalization, and site work. Project 2018503 includes approximately 20,779 cubic yards of excavation, 98,551 square yards of asphalt milling, placement of 2,774 tons of Superpave and 7,269 tons of friction-course asphalt, 36,182 linear feet of concrete curb and gutter, 34,859 square yards of sodding, reinforced concrete and PVC drainage pipes, fiber optic cable installation across 19,000 linear feet, tree removal and retention per disposition plan, and seven traffic signals (three-section and four-section heads) with mast arm assemblies and loop detectors. Project 2020110 encompasses 0.54 miles of intersection improvements including 15,546 square yards of asphalt milling, 1,003 tons of Superpave and 1,029 tons of friction-course asphalt, LED lighting retrofit, two mast arm assemblies, four pedestrian countdown signals, and associated drainage and conduit work. All work must comply with Florida Department of Transportation standards, Palm Beach County design criteria, and the 2023 FDOT Standard Specifications. Contractors must coordinate with multiple utilities (FPL, Comcast, AT&T, Florida Public Utilities, Palm Beach County Water Utilities), maintain existing traffic during construction, install protective barricades around trees to be preserved, and submit shop drawings for traffic signal equipment with 30-day approval turnaround.

Bidders must submit a Qualifications and Experience Package Form documenting at least two similar projects completed within the previous five years, resumes of superintendent-level and above staff, a schedule of owned or available equipment, and a signed certification. Palm Beach County's Office of Small Business Development (OSBD) schedules track subcontractor participation; only firms certified by Palm Beach County at the time of solicitation due date are eligible to meet OSBD goals. Inquiries should be directed to ENG-RoadwayBids@PBC.GOV using the RFI form template. No contract value, incumbent, evaluation weighting, or final proposal due date is stated in the posted materials.
