About this opportunity
Palm Beach County is soliciting bids for roadway and traffic improvements along Lyons Road from north of the L-30 Canal to Boynton Beach Boulevard (Projects 2018503 and 2020110), with proposals due September 22, 2026. The scope encompasses approximately 3.189 miles of roadway reconstruction, signalization, pavement marking, lighting, and tree disposition work under FDOT standards.
Project 2018503 covers comprehensive roadway reconstruction including 16,839.70 linear feet of widening, drainage improvements, and utility relocations. Work items include regular excavation (20,779 cubic yards), embankment placement (1,568 cubic yards), milling of existing asphalt (98,551 square yards), placement of Superpave asphalt and friction course (approximately 10,043 tons combined), 202 drainage structures, concrete curb and gutter, sidewalks, sodding, and fiber optic conduit installation (19,000 linear feet of underground conduit). The roadway is classified as an Urban Major Collector with design speed of 45 mph.
Project 2020110 encompasses intersection improvements including two mast arm assemblies (50-foot and 78-foot configurations), drilled shaft foundations, vehicular and pedestrian traffic signals with countdown features, loop detectors, conduit systems (both open trench and directional bore HDPE), electrical service, and approximately 2.4 miles of signing and pavement marking work. Signalization and lighting plans are prepared under FDOT standards with specific wind speed and illuminance compliance requirements.
All construction must comply with Florida Department of Transportation Standard Specifications (January 2023), FDOT Standard Plans (FY 2023-2026 as applicable), and Manual of Uniform Traffic Control Devices (MUTCD). Bidders must demonstrate qualifications and experience through submission of the FDOT Qualifications and Experience Package Form, including at least two comparable projects completed within five years, resumes for superintendent-level and above staff, and equipment schedules or rental agreements. Small Business Enterprise (SBE) participation goals apply under Palm Beach County's Affirmative Procurement Initiative; bidders must complete Schedules 1–4 documenting subcontractor and subconsultant allocations. Requests for information must be submitted via email to ENG-RoadwayBids@PBC.GOV. Documents include comprehensive survey data, tree disposition plans identifying 279 individual trees, and detailed engineering plans prepared by Propel Engineering, LLC and certified by professional engineers under Florida registration standards.
