About this opportunity
Palm Beach County Engineering and Public Works Department is soliciting bids for roadway improvements on Lyons Road from State Road L-30 to Boynton Beach Boulevard under project numbers 2018503 and 2020110, with a due date of November 3, 2026. Bidders must complete Palm Beach County Office of Small Business Development (OSBD) subcontractor schedules, Schedules 1 and 2, with the solicitation; where a mandatory Affirmative Procurement Initiative (API) goal applies, failure to submit a properly executed Schedule 2 results in a non-responsive determination.
The package spans three signalized intersections under Project 2018503, with mast arm assemblies, traffic signal heads, pedestrian countdown signals, loop detectors, drilled shaft foundations, and open-trench and directional-bore conduit. Project 2020110 covers intersection signalization at Lyons Road and Boynton Beach Boulevard. Additional work includes roadway lighting (55 poles under 2018503 and one luminaire relocation under 2020110), signing and pavement marking with raised pavement markers, and a tree disposition plan identifying removals and preservation across more than 700 tree entries. Contractors must submit equipment specifications and shop drawings for approval 30 days before ordering materials, provide a 90-day burn-in period for signal equipment after conditional acceptance, and deliver two signed and sealed as-built sets with electronic CAD files at completion. Traffic signal and lighting designs follow Palm Beach County and FDOT standards.
The solicitation includes FDOT's Qualifications and Experience Package Form. Bidders must submit two similar projects completed within the last five years, at least one completed under the bidder's own firm name, resumes for superintendent-level or higher key staff, an owned equipment schedule or rental availability letters, and a signed certification. On request under General Provision 2-1.5, bidders must also provide FDOT Form 525-010-46 and other capacity and financial documentation within a specified deadline.
The work is located in Palm Beach County, Florida, along the Lyons Road corridor. Questions go to ENG-RoadwayBids@PBC.GOV with the subject line "RFI: 2018503 & 2020110 Lyons Road L30 to Boynton Bch Blvd."
