About this opportunity

Palm Beach County is requesting sealed bids on landscape installation and site preparation along Lyons Road from the L-30 Canal to Boynton Beach Boulevard, with bids due August 25, 2026 (Project Nos. 2018503 & 2020110). A mandatory 20% Small Business Enterprise (SBE) participation threshold applies, subject to waiver with documented good faith efforts; a 12% SBE subcontracting participation goal is also stated.

The scope encompasses site preparation to final grade, installation of landscape trees, plants, sod, and irrigation systems in accordance with plans and specifications. All work—including material supply, labor, equipment, guarantee, replacements, cleanup, maintenance services, and maintenance of traffic—is priced on a unit basis per tree. The contractor must employ personnel familiar with planting and maintenance of traffic procedures under supervision of a qualified landscape foreman on-site at all times. Site verification prior to commencement is mandatory; the contractor is responsible for any trees planted before final grade is achieved. Work shall comply with the Florida Department of Transportation Standard Specifications for Road and Bridge Construction (July 2021), with Section 580 Landscaping deleted and replaced by the project's custom landscape and site-maintenance specifications. All applicable federal, state, county, and local codes, ordinances, and regulations apply.

The contract includes unit price bidding with field-measured quantities. Contractors must register in the Vendor Self Service system prior to award, maintain E-Verify compliance, and comply with Palm Beach County's commercial non-discrimination and criminal history records check ordinances. Subcontractor schedules, activity reports with each invoice, and payment certifications are required. The Florida Prompt Payment Act governs subcontractor payment (within 10 days of county payment). Insurance must name Palm Beach County, FDOT, SFWMD, and LWDD as additional insureds. Performance guarantees and liquidated damages for schedule overruns apply; 120 additional calendar days are allowed for final pavement markings and cure.

A non-mandatory pre-bid meeting is scheduled for August 6, 2026 at 2:00 p.m. at Palm Beach County Engineering and Public Works Department, 2300 North Jog Road, West Palm Beach, with a Webex option. Sealed bid opening is August 25, 2026 at 2:00 p.m. at the same location. Contract documents are available online through the Vendor Self Service portal; hard copies are available for a non-refundable $75 fee. Addenda are posted up to 72 hours prior to bid opening (24 hours for minor clarifications). Bid bonds are waived for projects under $200,000 if contractors participate in the Bond Waiver Program. Apprentice and Glades resident incentive programs offer reimbursement up to $100,000 each.
