About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations on behalf of the Department of Veterans & Emergency Management for a Lynx Digital Signal Analyzer system with router and on-site installation, with quotations due November 20, 2020 at 4:00 p.m. Eastern Standard Time.

The scope comprises two LYNX-MCA digital signal analyzers (DSP-based pulse processing, 32,000 channel spectral memory, Ethernet and USB interfaces, PHA and MCS modes, auto pole/zero controls, baseline restoration, digital stabilization, integrated web server compatible with Genie 2000 V3.1a or greater), one 8-input router, and on-site installation and support services performed by a qualified Mirion support engineer. Bidders may submit alternative items as approved equals with detailed written justification; all exceptions or unavailable equipment require explanation. Bidders must complete a technical specifications checklist indicating compliance with each requirement or mark "N/A" for items not available.

The State reserves the right to reject any bid based on documented poor performance or contract termination within the prior five years. Evaluation follows a best value basis considering product conformity with specifications, delivery dates, and pricing, with award made to the lowest-priced bidder meeting specifications unless best value circumstances warrant otherwise. No best and final offers will be solicited; bidders must submit best value pricing with the initial quotation.

Quotations must include itemized pricing, product data sheets, warranty information, and a completed Bid Cover Page with Debarment Certification. The State exempts all purchases from federal, state, and local taxes; an exemption certificate will be provided at contract finalization. Quotations are submitted through the State of Maine Advantage Vendor Self Service (VSS) portal. Payment terms are net 30 upon receipt of accurate invoices. Technical questions must be submitted through the Q&A portal; vendors are responsible for reviewing all posted questions and answers.
