About this opportunity

The State of Maine, Division of Purchases, is requesting bids on Lyme disease awareness stickers, with electronic bids due May 26, 2011 at 2:00 p.m. local time. A certified wood-products preference applies: the State will pay a price premium of up to 4 percent above the lowest submitted bid to achieve 100 percent post-consumer recycled or certified virgin fiber content, or will award preference to products with the highest combined recycled and certified fiber content if no bids meet the 100 percent threshold, provided cost does not exceed 4 percent above the lowest bid.

Bidders must specify post-consumer recycled fiber content and certified virgin fiber content sourced from well-managed forest operations. Acceptable certifying organizations include the American Tree Farm System, Forest Stewardship Council, Master Logger Certification Program, Programme for the Endorsement of Forest Certification, and Sustainable Forestry Initiative. Bidders must provide proof of chain of custody certification or equivalent status and identify all certification labels applied to proposed products.

Awards will be made to the lowest responsible bidder considering overall value, product quality, conformity to specifications, delivery dates, and ultimate cost to the State. Unit prices for each item must be submitted separately, with transportation charges prepaid by the contractor unless otherwise specified. Bidders must exclude Federal and Maine State Sales and Use Taxes from quotes. Cash discounts of 20 days or more will be considered in determining the lowest bidder; discounts under 20 days will not be evaluated. In case of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. Supporting documents and literature may be faxed or mailed prior to bid opening. The State reserves the right to increase or decrease ordered quantities by up to 10 percent and to reject any or all quotes.
