About this opportunity
The Colorado Department of Public Safety, on behalf of the Colorado State Patrol, is requesting quotes for two Lycoming TIO-540-AK1A factory rebuilt engines for Cessna T182T aircraft (N202SP and N203SP) under Documented Quote RFP RBAA 2027*67, with quotes due August 21, 2026 at 2:00 p.m. MT. Respondents must be Lycoming Factory Authorized Dealerships — the core capability filter.
Service-Disabled Veteran-Owned Small Businesses verified by the U.S. Small Business Administration and either incorporated in Colorado or maintaining a place of business in Colorado receive a 3% preference on quote price.
The scope requires two complete zero-time factory rebuilt engines meeting 2000-hour time before overhaul per Lycoming Service Instruction SI-1009BE, with specified accessories including variable controllers, fuel injectors, fuel pumps, magnetos, spark plugs, thermobypass valves, turbochargers, wastegates, and complete exhaust systems. Delivery to the Colorado State Patrol Aircraft hangar at Centennial Airport in Englewood must occur between award and the installation window of December 2026 through February 2027. Installation will be performed by State Patrol FAA-certified airframe and powerplant mechanics per Cessna and Lycoming maintenance manuals. Current core engines hold 1911.9 hours (N202SP) and 1828.3 hours (N203SP) and have never undergone field overhaul.
Pricing must be itemized separately by engine, parts, warranties, core charges with return timelines, and total freight for delivery and core returns. Proposed pricing remains firm through the initial Purchase Order term expiring June 30, 2027. Price is the primary evaluation factor, with secondary consideration of sample quality and delivery lead time. The State reserves the right to award to multiple offerors. Prior to execution, the awarded respondent must provide proof of Good Standing with the Colorado Secretary of State and an insurance certificate. Award notification is anticipated August 24, 2026. Questions should be directed to Jen Harris at cdps_edo_bids@state.co.us or Steve Prose at steve.prose@state.co.us.
