About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky State Police, seeks vendors to establish a Master Agreement for LUND LOFT Rapid-Access Weapon Storage Systems through Request for Bid (RFB) 758 2600000196. The procurement involves three specific line items: one LOFT-DUR-GV-AO unit designed for Dodge Durango with single AR/M4 gun lock featuring handcuff key override capability, one LOFT-AO-KEYOVER auto-opening unit with key override functionality, and one LOFT-DUR-NPKIT non-partition mounting kit for Durango, with no substitutions permitted. All shipments must be directed to the KSP Communications Branch at 1301 Louisville Road, Frankfort, Kentucky 40601, with shipping included in all bid offers on an F.O.B. Destination Freight Prepaid and Allowed basis, exclusive of federal excise tax and Kentucky sales or use tax. The contract will be awarded on a best value basis using measurable criteria consisting of Price (90 points) and Delivery (10 points), with the lowest bidder receiving maximum points and subsequent bidders scored proportionally; delivery time must be specified in working days, and delivery delays result in a one percent deduction per day from invoices. The initial contract period is one year from the date of award, with four optional one-year renewal periods available subject to written approval by all parties. Written questions were due by October 30, 2025 at 10:00 AM ET, with the final bid closing date extended to November 21, 2025 at 1:30 PM ET; a bid reading will be conducted on the closing date at 3:30 PM ET via conference line. All bids must be submitted electronically through the Kentucky eProcurement system in Microsoft Word, Excel, or PDF format only, with vendors required to be registered in the Vendor Self Service System at least twenty-four to forty-eight hours prior to submission.

Qualified bidders, including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities, will receive preference equal to fifteen to twenty percent of maximum points, while Kentucky resident bidders receive reciprocal preference against nonresident bidders registered in states providing preference to their own residents. Vendors must comply with all applicable Kentucky statutes regarding tax registration, nondiscrimination, wages and hours, occupational safety, unemployment compensation, and workers' compensation, and must submit a Revenue Form 10A100 Kentucky Tax Registration Application if applicable, along with required affidavits and proof of Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, with the Commonwealth named as additional insured; Automobile Liability Insurance of $1,000,000 combined single limit is required if delivery or on-site services are performed. Price increases are prohibited during the first twelve months of the contract; thereafter, increases may be requested based on industry-wide price changes with thirty days' written notice and documented justification, and any price decreases must be passed to the Commonwealth immediately. All pricing must remain firm for sixty days following the bid due date and for the initial twelve-month contract term. No specific budget values or award amounts are disclosed in the solicitation; the Commonwealth will purchase only what is needed by the Kentucky State Police during the contract term based on vendor responsiveness to the three specified line items. No incumbent vendors or existing contractors are identified in the procurement documentation. The Finance and Administration Cabinet reserves the right to deem vendors ineligible for non-compliance with solicitation provisions, and interested vendors should contact Stephanie Durr at 502-564-6521 or Stephanie.durr@ky.gov for additional information.
