The North Carolina Wildlife Resources Commission is soliciting bids on treated pine lumber, treated plywood, and cedar panels for delivery to the WISe Facility at 987 Murray Road, Blanch, North Carolina by August 7, 2026, under IFB 17-RQ294655JG-WRC-Lumber for Wise Facility. WISe is an inmate rehabilitation program operated jointly with the NC Department of Public Safety, Division of Adult Correction, where inmates are trained to construct docks, piers, kiosks, and metal signs.
The scope consists of pressure-treated #1 grade lumber treated with .15 Micronized Copper Azole (MCA) in multiple dimensions ranging from 2"×4"×16' to 6"×6"×12', along with T1-11 siding and cedar bevel siding. Estimated annual quantities are specified in the pricing attachment. Vendors must be North Carolina registered and in good standing with the Secretary of State. All bids must include manufacturer's standard warranty documentation.
The contract carries a one-year initial term with options to renew for up to two additional one-year terms at the State's discretion, subject to agency approval of renewal pricing. Pricing must be FOB Destination and include all shipping, freight, handling, and delivery costs. Delivery is required within sixty calendar days of purchase order receipt unless custom-sized lumber requires additional manufacturing time. After an initial 180-day firm pricing period, price adjustments are permitted no more than once every six months with documented market justification and agency approval. The contract is subject to Executive Order 80 regarding sustainability and environmental attributes; bidders must describe how environmental certifications, recycled content, and product labeling will be communicated.
The State reserves the right to award contracts to multiple vendors for individual line items or to reject all bids if deemed not in the State's best interest. Award decisions are based on the lowest responsive bid meeting all specifications, with consideration of past performance and references. Written questions are due July 28, 2026 at 2:00 p.m. ET, with responses provided July 31, 2026. Bids must be submitted through the Ariba Sourcing Tool by August 7, 2026 at 2:00 p.m. ET, with bid opening conducted via Microsoft Teams.
